This report outlines the growth of licensing over the past decades, its costs and benefits, and its impacts on workers and work arrangements. The report recommends several best practices to ensure that licensing protects consumers without placing unnecessary restrictions on employment, innovation, or access to important goods and services.

Fair Chance Licensing Project: States Expand Access to In-Demand Jobs

The Fair Chance Licensing Project, developed by the Council of State Governments Justice Center, to reduce barriers to licensure for people with criminal records. The Council recommends that criminal history guidelines require a significant and clear relationship between the offense and the tasks and duties of the profession, consider the full context of the crime (nature, seriousness, age of offender at the time of the crime, time elapsed since crime, and evidence of rehabilitation), and override automatic disqualification to licensure.
