Amy Grand is the Director of Certification and Accreditation at the Board of Certification for Emergency Nursing (BCEN®) where she leads and oversees the development and maintenance of BCEN's six nursing specialty certification programs including earning and maintaining accreditation of these exam programs by the Accreditation Board for Specialty Nursing Certification (ABSNC).  Previously she worked for Pearson VUE as a Principal Content Developer for the NCLEX-RN® and NCLEX-PN® licensure exam. Amy also serves as President-Elect of ABSNC and will assume the role of President in July 2025. Amy is a Certified Credentialing Professional® through the Institute for Credentialing Excellence. She earned her Master of Science in Medical-Surgical Nursing from the University of Michigan and her Bachelor of Science in Nursing from Michigan State University.

My name is Chiquita Blackwell. I have a BA in Business Management from the University of the District of Columbia. I’ve always loved babies and education. This passion for children and education led to over 20 years of working in non-profits geared toward early childhood education. In March 2020, I joined the Council for Professional Recognition, where I oversee the Initial and Renewal CDA credentialing process and am responsible for quality assurance monitoring to ensure accurate and consistent credentialing decisions. I am dedicated to ensuring the reliability of the CDA credentialing system.

I aim to build connections with people in the credentialing industry by attending conferences and events to help to expand my network. In addition, as a professional learner, I would like to learn new technical skills to develop and master communication techniques. This will help me build my confidence in public speaking and become an active voice for the credentialing world.

Outside of work, I enjoy walks with my two chihuahuas (Diezel and Boss) and spending time with my family and friends. 

Danielle Stoffer

National Board for Certification in Occupational Therapy

Danielle Stoffer serves as the Assistant Director, Credentialing Services for the National Board for Certification in Occupational Therapy (NBCOT). She has been with the organization for 3.5 years. In her current role, she oversees the customer service department, testing accommodations, and the exam candidate experience--from application through exam appointment. As the primary liaison with NBCOT’s exam administration partner, Danielle ensures effective communication and coordination. She also oversees candidate communication to ensure candidates are well-informed and confident when moving through the exam process.

Danielle's expertise in healthcare education and training is a cornerstone of her professional journey. She graduated from Marymount University with a Master of Science in Health Promotion Management. Before NBCOT, she spent 6 years as the program manager of healthcare careers at a community college. In this role she oversaw healthcare programs preparing students for entry-level national and state certification to advance their careers. She continues to teach the Foundations for Healthcare Careers and Nutrition for Allied Health courses part-time at the college.

Gabriel Watkins

Gabe Watkins is the Initial Certification Coordinator and candidate experience lead at the American Board of Ophthalmology where he guides the development of programs and policies that support the delivery of a first-class candidate experience. Gabe verifies compliance with critical program standards, manages the annual administration of the written examination, and directly supports oral examination candidates with a personalized onboarding and outreach program. With five years of credentialing experience, Gabe’s expertise spans communication, data analytics, and policy compliance. He currently resides in Philadelphia, PA, and holds a bachelor’s degree in political science and philosophy. Outside of work, he enjoys trying new restaurants, following Premier League soccer, and spending time with his two cats.

Glenn Doggett

Glenn Doggett is a senior director of assessment management for CFA Insitute. His responsibilities include development of assessment blueprints and exams for the professional designations and certificate programs of the organization. Additionally, he is active in the reporting of candidate results to leadership.

Prior to beginning this role, Glenn spent 13 years as a member of the advocacy team of CFA Institute, promoting professionalism and ethical conduct by its members and across the investment industry. Before joining CFA Institute, he spent more than a decade tracking public companies in the real estate and energy industries.

Glenn holds a BA in economics from the University of Virginia. He was awarded the CFA designation in 2006 and is a member of CFA Virginia. Outside of work, Glenn enjoys spending time fishing and taking his dog to the park.

Jackson Millard

Jackson Millard, M.S., ICE-CCP, is a Research Scientist at Human Resources Research Organization (HumRRO). He has over eight years of experience supporting and leading the development and maintenance of certification exams in various fields, including human resources, healthcare, association management, and peer support specialists. Mr. Millard holds a master’s degree in social and Philosophical Studies in Education, with special focus on research and evaluation, from the University of Kentucky and a bachelor’s degree in psychology from Brigham Young University-Idaho. He currently lives in Arizona with his wife and two children.  In his spare time he enjoys playing board games and spending time with his family.

Her expertise includes identifying opportunities for strategic growth, implementing scalable solutions, and driving initiatives that deliver measurable business outcomes. Julie is passionate about leveraging her skills to achieve meaningful results and contribute to organizational success.

Kevin Patrick

In this role, he leads the ongoing development and expansion of assessment services, overseeing the strategic implementation and enhancement of product offerings. He actively collaborates across the organization to cultivate partnership opportunities for both initial and continuing certification solutions.

Over the past eight years, I have cultivated an understanding of the credentialing industry, beginning my career as the first point of contact for credential holders, where I honed my customer service skills and developed an appreciation for the critical role credentialing plays in others’ lives. As my experience grew, I transitioned into a managerial role, where I expanded my responsibilities to include recruiting and engaging subject matter expert (SME) volunteers, collaborating with consultants, developing microcredentials, writing accreditation applications, and working with testing partners. In 2021, I pursued and achieved the I.C.E. Certified Credentialing Professional certification. I am excited to continue my journey in the credentialing industry and embrace the opportunities and challenges the future holds. 

Krystina Davidson

Krystina Davidson has worked in testing for over 17 years but is currently working as the Senior Manager of Credentialing Development for ISACA. In her role, Krystina oversees the item and exam development process for ISACA’s certifications and 20+ certificate programs. Krystina graduated from the University of Illinois at Urbana-Champaign with a Bachelor’s degree in English. She later received her Master’s degree from Roosevelt University in Human Resources Management.

I am a dynamic leader with a proven track record supporting a wide range of stakeholders in navigating the exam development cycle, including processes related to job analysis, blueprinting, item writing, exam assembly and standard setting. I am well versed in methodologies for developing valid, reliable and fair examinations for clients with high stakes assessments. I have extensive experience as project management lead in a range of professional and regulatory environments including the skill trades, the financial industry and public safety. I believe strongly in Subject Matter Expert (SMEs) led development. My role when facilitating a workshop is to provide open, non-judgmental spaces for SMEs to share their knowledge and experience while coaching and assisting them to shape and edit their ideas to create relevant content.

Sandra Lamplugh Hogg

Sandy Hogg is a business development leader with over a decade of experience in program management and client services. As the Business Development Manager at Internet Testing Systems (ITS), Sandy uses her natural curiosity and solutions-oriented mindset to help clients solve complex problems for their unique testing needs. At ITS, she has successfully executed building processes for the Sales and Marketing department from the ground up, allowing for more time to be focused on the client. Sandy received her undergrad in Applied Linguistics (with a minor in French and Professional Writing) from The University of Maryland Baltimore County, maintains her PMP certification, and volunteers with industry committees. Outside of work, she has a passion for running long distances and adores hiking national parks with her family.

Shelley  Coutu

Shelley Coutu, R.T. (R)(M)(BS)(ARRT) is the Manager of Assessment Production at the American Registry of Radiologic Technologists (ARRT) and the Assessment Development Coordinator for the ARRT Mammography and Breast Sonography certifications. In her role, Shelley leads a dedicated team to ensure the timely and accurate publication of ARRT exams, troubleshooting production issues with ARRT’s publication vendor. She also oversees the ARRT volunteer database and plays an important role on the ARRT exam security team. Throughout her career at ARRT, Shelley has been an ARRT representative at society conferences and has collaborated with various ARRT departments to enhance organizational processes. She is committed to excellence and innovation and is motivated to contribute to the advancement of ARRT’s mission.

Before joining ARRT, Shelley enjoyed a clinical career as a mammographer and breast sonographer at a local breast health center in St. Paul, Minnesota which was foundational to her professional journey. Outside of her professional life, Shelley is an avid sports enthusiast who enjoys a variety of outdoor activities. Her family is one of her greatest accomplishments, and spending time with them is always a highlight.

Thomas (Tommy) Locke is currently a Business Development Manager at Pearson VUE and has been working within the assessment industry for over 14 years. Tommy is responsible for identifying business development opportunities and solutions for clients in the professional testing and certification markets. As an account executive, Tommy works closely with both external and internal stakeholders to develop partnerships and relationships with customers and to promote continuous development of assessment programs of all shapes and sizes in a constantly evolving market. Outside of work, Tommy is a proud husband and father of two children (4 and 2) and cherishes every moment of time with his family. In his spare time, you can find Tommy making memories with his family, working on the next DIY project, or out on the golf course. 

Xiaofang Zhang

Xiaofang serves as an Assessment Development Scientist at the American Nurses Credentialing Center (ANCC). In this role, she leads initiatives in job analysis, standard setting, survey design and development, data collection and analysis, as well as monitoring and evaluation of item and exam performance. She is also responsible for upholding the psychometric integrity of ANCC’s certification exams. Prior to joining ANCC, Xiaofang gained over 10 years of experience specializing in statewide assessment programs and educational evaluation projects.
